HEALTHCARE DIGITAL TRANSFORMATION

Implementing the Government’s National Digital transformation policy, the Ministry of Health (MOH) has focused on directing agencies and units to promote the application of information technology, building and developing e-Government and digital Government and Digital Transformation in the fields of state management of health as well as actively coordinating with ministries, branches and localities in digital transformation.

Accordingly, on February 3, 2023, the Party Committee of the Ministry of Health issued Resolution No. 157-NQ/BCSD on the digital transformation of healthcare by 2025 with an orientation towards 2030. In this resolution, the Electronic Health Administration (National Health Information Center) was assigned to coordinate with ministries, agencies, and units in implementing the plan to promote the development of Digital Health Platforms and to implement the National Digital Transformation Program.

After that, the Ministry of Health continued to update and promulgate the Ministry of Health e-Government Architecture version 2.1, which initially provides an overall picture of health information technology towards the digital transformation of the healthcare sector.

* OBJECTIVES

Promote the digitalization of healthcare information, care for and protect people’s health, medical examination and treatment information to establish a national healthcare data repository, serving the healthcare digital transformation.

Enhance the capacity and efficiency of management, professional activities, and meet the requirements of implementing the national digital transformation program until 2025, with a vision towards 2030 set by the government, creating favorable conditions for timely and effective access to healthcare services for citizens and businesses.

The management and operation of the Ministry of Health and healthcare units within the healthcare sector must be transformed and implemented in a digital environment, utilizing modern data and digital technology platforms, through the digitalization of all information.

The organizational structure of the National Health Information Center

Main Functions

The National Health Information Center is a public organization under the Ministry of Health, with the following functions:

Organizing the construction, operation, and exploitation of healthcare databases, digital healthcare platforms, and information management systems in the healthcare sector.

Implementing activities related to the application of information technology, healthcare digital transformation, and ensuring the network information security and cybersecurity of the Ministry of Health.

Collecting, selecting, editing, publishing, and distributing printed publications on scientific research works and specialized information in the fields of Medicine and Pharmacy.

04

Providing training, international cooperation, scientific research, and related services in the application of information technology, healthcare digital transformation, as stipulated by the law.

Tasks

Restructure and transform the information technology infrastructure into a unified, stable, and flexible digital infrastructure, applying cloud computing technology to meet the requirements of implementing information systems and big data in the healthcare sector.

Build a modern Health Data Center under the Ministry of Health, with a scalable scope to deploy information systems, application software, databases, and related systems to serve the management and operational guidance of the Ministry of Health, ensuring backup plans for important healthcare data. Connect and share healthcare specialized data with the national population data center.

Accelerate the deployment of healthcare digital platforms, with a focus on successfully implementing the following four national digital platforms:

(1) Remote Heatlhcare consultation supporting platform (VTelehealth),

(2) Vaccination management platform,

(3) Electronic health record platform (VHR),

(4) Commune health station management platform.

Develop national digital data to provide a foundation for implementing e-Government, ensuring the provision of digital data for online public services, facilitating seamless data sharing between government agencies, and providing high-quality and valuable open datasets in accordance with regulations to implement digital government, digital economy, and digital society.

Build and improve an information monitoring system for information tracking, collection, analysis, detection, warning, investigation, verification of incidents, incident prevention, data recovery, and restoration of normal operation of information systems. Establish a network for incident response in the healthcare information field to handle and resolve incidents that compromise information security.

Establish a health care digital database to meet the requirements for connecting and sharing information and data.

Implement solutions and technical plans for developing local healthcare digital infrastructure; build specialized databases (medical examination, treatment, preventive medicine, human resources, medical equipment, pharmaceuticals, etc.) that are aligned with the hierarchical management orientation from central to local levels to develop and improve the national healthcare database, utilizing digital technologies for effective data exploitation to support healthcare digital transformation.

Put people at the center, with the electronic health record platform as the core to focus on digitizing people’s health data, promoting the implementation of electronic medical records, digital medical images, and applications for healthcare services at medical facilities nationwide, and providing data sharing for digital healthcare platforms to serve the care and protection of people’s health, forming a national healthcare database.

Implement synchronized solutions, including institutional, awareness, and technological aspects, to ensure information security and cybersecurity.

Develop and approve profiles for proposing information system security levels and implement plans to ensure information security and cybersecurity in accordance with regulations.

ROADMAP, SCOPE

From 2023 to 2025, the following initiatives will be promoted: Electronic health records, aiming to eliminate the use of paper-based medical records; storage and diagnosis of medical images without the use of plastic films; remote registration and consultation for medical examination and treatment; non-cash payments. All health data generated during medical visits and treatments will be connected and shared within the health data repository.

In 2022, the focus is on collecting, storing, and managing medical examination and treatment data in accordance with Decision No. 4210/QD-BYT dated September 20, 2017, issued by the Minister of Health, which regulates the standards and formats of output data used in the management, assessment, and payment of medical examination, treatment, and health insurance costs. The initial step is to establish a centralized data repository for medical examination and treatment, creating a core database for digital healthcare platforms. Additionally, regulations on business models and information structure are issued to promote the completion and development of healthcare digital platforms listed in the national platform portfolio, serving digital transformation, e-Government, digital economy, and digital society.

From 2025 to 2030, the focus is on completing the digitization of people’s health data and establishing a National Health Data repository. All healthcare facilities nationwide must complete electronic health records, eliminating the use of paper-based medical records, transitioning to digital medical imaging, enabling remote registration and consultation for medical examination and treatment, implementing non-cash payment services. Urban healthcare facilities should achieve a minimum of 50% of total hospital fee payments using non-cash methods.
